Touchpad doesn't disable entirely in 9.10

Bug Description
Binary package hint: xserver-
Fresh install of 9.10 on a Dell E6400. This laptop has both a touchpad and a pointer.
I've disabled the touchpad using system-
However, if I'm using the Pointer and knock or touch the touchpad, the mouse goes crazy. This doesn't happen when using an external mouse.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. If you could test the current Ubuntu stable release(maverick ubuntu 10.10), this would help us a lot.
However John, as I interpreted from the bug's description, I thing it isn't a bug. When you disable the touchpad from System> Prefrences> Mouse. This will disable touchpad features like scrolling and tapping however the cursor will continue to work as a simple mouse and cursor will continue to move.
