makeGrammar error handling for nonsensical grammars is broken

Bug Description
If makeGrammar is fed a nonsensical grammar it tries to report this to the user, but passes the wrong number of arguments to ParseError's __init__, losing part of the error message. The referenced branch tries to fix it (and adds a test for it).
