I was running a partial distro upgrade, and it hung for about an hour. I killed it, and got the error.

How did you kill it ? Could you give us more details about what happened from the moment the installation hangs ?

I run update-manager from a root shell. Then, the partial-upgrade hung for about an hour when it was trying to install the mysql server.

Then, I used Ctrl + c twice on the root shell to kill the update-manager.

After that, I run update-manager again from the same root shell. However, this time update-manager notified that file is locked. So, I used pkill to kill the dpkg process. As a result, all hell broke loose, and I had to reinstall Lucid to get the package-manager working again since apt-get became pretty useless. I even tried to use synaptic to fix the problem without any avail though.
