JWS started apps pick up wrong timezone

Bug Description

Starting with 6u19, the ia32-sun-java-6' javaws picks up the wrong timezone.

6u15 was working ok on the same machine, however, there *are* machines which work correctly, so it might be a dependency problem on some packages.

The effect is, that, though a command line program written for test (just a plain println(Calendar.getInstance());) gives correct results, though an app started through webstart has gmt+1 instead of Europe/Berlin in our case.
Downgrading the packet to 6u15 or using the sun-java-6 (the 64bit version) fixes the problem as a workaround.

This happens on both 9.04 and 9.10 releases, the packages are in proposed repos currently.

In case of follow-ups, a working and a non-working machine are readily available (here @work) for further tests.
