"Shutdown" option on LTSP client only logs out user

Bug Description
After installing Ubuntu 10.04 Beta 2 as an LTSP server, both before and after installing all updates as of April 11th both inside and outside the LTSP chroot, when a user is logged in on a LTSP client computer, the shutdown menu in the upper right hand corner of the screen gives the option to "Shutdown" and "Restart". If one of these are clicked, the user is asked if they are sure they want to shutdown/restart the computer. If the user confirms the action, the user is only logged out.
Ideally, these options would actually shutdown or restart the LTSP client (the LDM login screen has a preferences button that properly handles this). If that isn't possible, having those options in the menu would be misleading to a user and probably should be removed.
