Main menu's submenus jump back up after scrolling down

Bug Description

What happens:
Using a mouse, I enter the System, then Preferences, menu from the 'main menu' applet in the toolbar (the compact applet which is a single ubuntu icon - not the one with apps, places and system as separate main menus). The height of the preferences menu exceeds the screen height so a small triangle at the bottom allows me to scroll down if I hover over it. The problem is, having scrolled, if I then move my mouse up to select, say, 'Startup Applications', then the menu instantly jumps back to the top. A workaround is to select using cursor keys.
What should happen:
After scrolling down, the menu should remain at the position I leave it once I move the mouse cursor away from the down triangle tab.
