regionset fails with Thinkpad T43

Bug Description
I went to Europe (6/23/06), and wanted to watch a region 2 dvd. I found the regionset command, and it successfully changed the region to 2. However since I have been home (7/1/06) I've been unable to change the region back to region 1.
This is what I see:
regionset version 0.1 -- reads/sets region code on DVD drives
Current Region Code settings:

drive plays discs from region(s): 2, mask=0xFD

If I do an strace, this is what I get:

Might this be a hardware issue, or a kernel issue, or something else? I'm not sure where to start.
Thank you for your bug report. Have you ever changed the region before? It is likely that your hardware is limited to fixed number of changes (usually 5) and you will not be able to switch it back to region 1.
