Tighten up bottom pop-up search box - label, alignment, reverse order

Bug Description

- Since you're more likely to read from the bottom up, we should reverse the order of fields in the bottom search pop-up.
- The main search field also needs a label: "Keyword"
- The text fields aren't aligned - they're a few pixels out on the top pop-up too.

Need to tweak when the page scrolls as you click "Options" - it's a bit too jumpy atm. Only need to scroll down if there isn't enough room at the top of the page to for the search pop-up to show in full. (IE, if the top of the popup would be obscured by the top of the browser window.)
