needs way to set alternate screen scroll mode

Bug Description

VTE defaults to alternate-scrolling on mouse-wheel for terms that understand it. Exposed as vte_terminal_set_alternate_screen_scroll(). As in the gnome-terminal profile preferences, under "Scrolling", I'd love to see a matching check-box for this toggle.

Thanks for the patch! Committed to trunk as r987 with only one modification - adding a default value of True for alternate_screen_scroll in the DEFAULTS dict in config.py :)
