more verbose "discarded" message in vette log

Bug Description

Trying to understand why a message has been automatically
discarded can be very hard:

Nov 24 23:27:48 2003 (1250) Message discarded, msgid:
<email address hidden>

There's no specified reason.

The attached patch will expose a reason, e.g.

Nov 24 23:27:48 2003 (1250) Message discarded, msgid:
<email address hidden>, reason: The message's
content type was explicitly disallowed

The file mailman-2.1.3-discarded.diff was added: VerboseDiscarded.diff

Mailman will now log the list name and handler name in the vette log auto-discard message. While this is different from the suggested patch, I think it is sufficient to find the discard reason.
