Bug Description
The sqlcachedflush command is not behaving exactly as the flush command.
When running the tests in the suspend-account branch, the second test (whichever one it is) will fail because the database is left in an inconsistent state between test runs (in this case, the table content_types will be empty, or half-loaded).
Make sure sqlcachedflush is behaving as flush, and add all corresponding unit tests.
