Drag and Drop missing for Glyphs dialog.

Bug Description

First discussed in https://bugs.launchpad.net/inkscape/+bug/343186?comments=all 0.48's new glyphs dialog would be more useful with drag and drop functionality.

Currently, in 0.48, only using the copy/paste or apply button will work to use a chosen glyph.

With drag and drop, I could more easily use the glyphs palette essentially as a dingbat browser and a sort of stamp chooser. I could open a font of useful images, logos, objects, or symbols and simply drag them into my drawing at the place that I want them to appear.

Along with the spraypaint tool or even pencil set to shape: from clipboard, I could use the glyphs palatte as a sort of brush selector.

I've sketched out a visual for how I'd like to see this developed, and as noted in the image, I'd love to pay to move this forward.
