The original VM encoding of header words only broke at the white space characters. If somebody typed multiple 'to' addresses without spaces separating them, this method clubbed all of them together.
This was fixed temporarily in the earlier bug report, but the question needs to be considered carefully, and a decision made as to which punctuation characters should be included in encoded words.
