gnome-language-selector should warn the user to logout and login after having completed the installation of default language packages

Bug Description

Binary package hint: language-selector

If you install Ubuntu in a language other than english, and you don't have an internet connection, the system will be installed with not all packages of the language you have choosed. Then, after you install the remaining language packages, the system doesn't warn to logout and login again to make the updates effective. In this way a typical user could have the perception that nothing happened with the update.
Tested with Lucid beta1

This is related to bug #127356 even if they describe different behaviour:
- bug #127356 is related to changing default system language
- this bug is related to installing the remaining default language (other than english) packages after ubuntu install.
