Bug Description
Many interactive text editors and IDEs will monitor all files being edited for changes and prompt the user to reload them. Examples of programs that do this are Visual Studio, VIM, Notepad++ and Komodo. Inkscape is a graphical editor, but its primary output is human readable XML. There is also value in hand editing the svg files, for example, to add javascript to the SVG files.
I've personally had this issue when I was editing a SVG file in both inkscape and komodo editor.

In the past code was added and tested to address exactly this situation. Are you seeing it not work in 0.47 or in trunk?
