Hmm... I'm not sure I totally understand your description of the problem. Could you please elaborate and clarify? this was detected by the "shutdown hang" apport hook. It means that some process was still running during shutdown when /etc/init.d/sendsigs was run, and it didn't get killed by SIGTERM:

root 1212 0.7 0.1 7296 3012 tty7 Ss+ 19:48 0:00 /usr/bin/X :0 -nr -verbose -auth /var/run/gdm/auth-for-gdm-nU5vBH/database -nolisten tcp vt7

This causes long shutdown times (10 second timeout).

We're closing this bug since it is has been some time with no response from the original reporter. However, if the issue still exists please feel free to reopen with the requested information. Also, if you could, please test against the latest development version of Ubuntu, since this confirms the bug is one we may be able to pass upstream for help.
