'F10' keystroke captured by Terminal window

Bug Description
Binary package hint: htop
htop displays a list of keyboard shortcuts along the bottom of the screen. 'F10' allegedly closes htop, but this is impossible from Ubuntu's Terminal window, which captures the F10 key to open the menu.
In testing, I found the F10 key inconsistently opened menus across different applications, without any apparent consistency. For example, F10 opened menus in gEdit and Nautilus, but didn't open menus in Firefox.
This seems like a poor choice for a hotkey, since there are faster and more efficient ways to open these menus (ALT+arrows to walk them, ALT+marked letter to jump straight to a desired menu, etc)..
I didn't know where to start taking down Goliath, but I figured I'd start with the package I first noticed it in. Please reassign as necessary.
