I am unable to reproduce this when using the steps below:
1. Open Firefox
2. Click on bookmarks -> Organise Bookmarks -> Import/Backup -> Export HTML
3 Do the above but instead of Export HTML use Import HTML

This works with Firefox exported bookmarks as well as other browsers exported ones.
Please try to reproduce this by trying the above

for an few weeks now it is working fine. I have had an update and after that no more problems. :)
