Bug Description
If we create a Quickshot shortcut on the desktop for both the default user and the quickshot user, it will make it easier for people to find and run Quickshot once the menus change after changing the language.

I disagree. Having an icon on the desktop would change the appearance from how a new user would find their system.
I could patch each screenshot to have a blank body, though, if this goes through.
