It's worth noting that in spite of the oops, the screen did actually rotate successfully multiple times (before and after the applet appeared).
Intermittently reproducible on my box.
System -> Preferences -> Display -> Rotation -> Apply
Until reboot, the applet will reappear every time I open the display prefs window.
