svn-import fails on URL with + (plus sign): http://svn.exactcode.de/hotplug++

I'm running Ubuntu 9.10 with the Bazaar PPA (bzr 2.1.0, bzr-svn 1.0.2). Trying to do an svn-import on the Subversion URL:

  http://svn.exactcode.de/hotplug++/

fails with an ugly error message::
