offline mode isnt creating a package list.

Bug Description
when offline mode was run with the 2006-08-05 nightly, it created a file as directed, but didnt put the packages to download into the file. Instead 2 lines are added, presumably not dynamic ones.
mkdir easyubuntu_packages
cd easyubuntu_packages
Also, if its supposed to be a script, it should have
#!/bin/sh (or /bin/bash) added to the top, not just have +x set.
