Connecting to Ubuntu One should add a desktopcouch pairing record if one does not exist

In the ubuntuone-client-applet, on startup when connecting to Ubuntu
One, the applet checked to see if you had a pairing record in
desktopcouch for U1 so as to be sure that U1 users got their data synced
without having to manually set it up. When the applet went away, that
code migrated into ubuntuone-login, but it now only runs when a new U1
OAuth token is generated. This should be changed so that a pairing
record is created on startup, rather than on new token, if no pairing
record exists.
