login manager does not start from system settings

Bug Description

Binary package hint: kdebase-workspace

Steps to reproduce:

Open system settings and goto advanced. Click on Login Manager

Nothing happens and login manager screen is not shown.

if system settings is started from command line, the following error message appears in the console.

No protocol specified
kcmshell4: cannot connect to X server :0.0
