"The broadcast field should be present if you have at least one broadcast account set up."
In Bug #548994, Matthew Paul Thomas stated that this is irrelevant whether Gwibber happens to be running.
In Lucid, having accounts set up is not enough. The Gwibber service has to be started at least once.
A "workaround" for this bug is checking the option "start service on login" in Gwibber, but correct behavior would be to start the service on demand, the first time the field is used.

Conscious User, isn't this bug a duplicate of bug 548994 in a way. That bug report clears things up.
