Bug Description
If an invalid tools.xml file is saved by a user then Explorer won't start.
The following errors all cause this to happen:
- invalid element tag
- <tool> with no title
- <tool> with no type
- <tool> with invalid type
- tool.xml that contains a single <tool> definition
Processing of tools.xml needs to be more robust as users are expected to edit it directly.
