CRITICAL: Update Manager sending update that destroys 9.10 install

Bug Description
Brand new installs of Ubuntu 9.10 are being rendered inoperable by an update being pushed at this time. After the install is complete, the user is prompted to install updates. Approximately half way through the installation of the updates, the user is prompted to reboot the system to complete the updates. If the user performs the reboot, the installation will never recover and the OS is rendered inoperable and requires a total reinstall. If the user does not reboot the system but rather waits till the entire update process is complete, the system seems to recover fine. The screen that comes up after a failed update install is similar to:'

This is a fatal error, needs to be treated as critical and fixed ASAP. I had a brand new Ubuntu Studio 9.10 x64 installation rendered inoperable just today due to this and I'm reading many, many other reports of this on the forum.
