bugsubscription.txt should ideally have real sample data to test against

As a practical matter (read: adding sample data is a long and painful
process) I've decided to not include real sample data for the first
landing of InitialBugContacts. Instead, I will create the data I need
on-the-fly to test things.

Ideally though, bugsubscription.txt's IBC testing code should be
testing against real sample data.

Chatted with Bjorn about this one, closing:
we already have some bug contacts in sample data;
we shouldn't rely on sample data to test bug subscription, it's better to create them on the fly;
Sample data should be mainly used to demo the ui.
