XML-SIG wrapper wrongly identifies signature method as DSA-SHA1

I had a look at this and it's hard to say what algorithm the signature is being generated with. I've commented on the Moodle bug.

Hi Penny (sorry for all of the bug spam),

According to the Moodle tracker, you committed this to cvshead a while back. Do we need to change anything on the Mahara side too?

oooo I didn't change anything on the Mahara side - since Nigel reported the issue I assumed (perhaps incorrectly) that he had fixed it in Mahara directly. It does still appear to affect Mahara, but I would maybe only fix it in 1.3 in case it's risky.
