Bug Description
Limit the number of API accesses/hour per IP.
We can extend this to write API too. Newly registered bots** can have very low rate limit and that can be increased to a higher value once the bot is authorized by OL admins.
** we need to provide a way to register bots
Twitter uses this approach and it looks like a good fit for us too.
