Bug Description
Deleting an Archive should cause a cascading delete on FKs to Archive. This is in preparation to fixing bug 392887.

SPRs should not be deleted just because the upload_archive points to the PPA being deleted. Having discussed this with Cody, we're going to set it to NULL to indicate that the original PPA was deleted.
We then need a separate cascading deletion for SPR and things with a FK to it.
