External Drive Causing Boot Hang

Bug Description

When certain models of Western Digital external drives are plugged in at bootup, they cause the computer to occasionally hang at "connect-debounce failed, port x disabled"

my thinking is that the correct kernel modules are not loaded before the kernel attempts to access the drive.

at any rate, having a connection problem with an external drive should not hinder/hang the boot process.
