Please sync laptop-net 2.26-9 (universe) from Debian testing (main)

Changelog entries since current lucid version 2.26-8.1:

laptop-net (2.26-9) unstable; urgency=low

  * QA Upload.

  * debian/control:
    + Set Maintainer to QA; package has been orphaned since 2009-04-26.
    + Update LaTeX build-deps (closes: #562326).

  * Applied laptop-net_monotonic.patch, making laptop-net immune to the
    system clock jumping forward/backward (closes: #552077).
