Offer command to remove old incremental backups from target

Duplicity should offer a command which would allow to simply remove incremental backups on the target backup space, of backup chains whose full backups are older than a certain date.

It would be most useful, when one wants to periodically make full backups (with --full-if-older-than), and keep those old regular full backups, but not all of their subsequent incrementals, and only keep incrementals for a few recent full backups.
