If /etc/dovecot is removed, purge and install for dovecot cease the function.

Creates a loop style sequence where purging and installing both cause errors, the only way to fix is to create the directory, and 3 blank conf files, then you can successfully purge and install.
Did you purge dovecot-common as well?
