Bug Description
Convert the ascar, dbcar and seqcar routines so they can be queried programmatically, thus making it possible for the disconnected channel counts to be visible remotely.
Only the various connection counts seem useful at this stage, more detail about a failing IOC can be obtained directly by an operator running the commands on the IOC's console.

Implemented for Base R3.14.10 and Seq 2.0.12.
