Bug Description

ca_poll() always returns ECA_TIMEOUT, but that could be confusing, or in any case I heard that this caused confusion when maintaining JCA.

we have to be careful about fixing this as it may cause codes expecting behavior not to change to break.

Backwards compatibility is more important. Therefore fixed by improving the
documentation.
