Bug Description

Perhaps the default for EPICS_BASE in extensions/config{ure}/RELEASE should be changed as follows.

Before (APS specific)
#EPICS_BASE=/usr/local/iocapps/R3.14.6/support/base/3-14-6-asd1

After (assume that extensions and base are proximal):
EPICS_BASE=$(TOP)/../base
