Bug Description

Installing bacula from a new karmic installation, the configure script tries to install a db to mysql, but mysql is not yet configured, so there is no way to populate the data. A workaround is to cancel the script, the dpkg-reconfigure bacula-director after the install is done, but this is suboptimal.

The installation files you are referring to were built by the Ubuntu team, not the Bacula project

So, I am sorry, but you must file this bug report with Ubuntu, not with the Bacula project. This is one of the terribly confusing and frustrating aspects of Launchpad. .
