Bug Description
I believe most bug change notifications sent via e-mail are batched so that if you change a bug's status and then it's importance there will be one e-mail indicating both of those changes. However, this isn't the case if 2 attachments are added to a bug report in a short time frame. This seems odds to me and it'd generate less e-mail if those were batched also.

Not sure this is a duplicate. #3926 seems to be about sending the attachments with the email notifications, this bug is about grouping notifications to reduce the number of emails sent.
