login error should mention cookies

Bug Description
affects launchpad
Hi,
When I tried to log in to LP using Icecat (Firefox) I received an error
that looks like this:
"
Unexpected form data
Launchpad doesn't understand the form data submitted in this request.
"
This happened after I disabled cookies for all sites, and disappeared
after I re-enabled cookies for launchpad.net.
Could the message warn about cookies too?
