Bug Description
with current trunk (bzr rev. 5030) I faced a bug while watching a computer player only game:
After reloading a savegame (from save revision - savegame attached) many constructionsites of different players get their requested build materials (in most cases this seem to happen with trunks, but not sure whether this is connected) - but they do not get build further (altough they were already partly build before - so a builder is in there).
This is possibly caused by the change with init() calls.
