Bug Description

make optimizepics only optimizes the pictures in pics/
But it should optimize pictures in tribes/ and worlds/ too.

Will probably be removed in Build16 CMake, and changed into a different script.
Let's keep CMake only for build related stuff.

Removed from the make environment.
If you need the functionality in a script, you should reimplement it using Python.
There is not much pressure on it, though.
