"What is a patch?" links to wrong help page

Bug Description

Sometimes, the user is asked to verify whether an attachment is a patch. (The url ends with +confirm-is-patch) A link entitled "What is patch?" sends to user to https://help.launchpad.net/Bugs/BugAttchements . This URL is a typo and has been corrected on the wiki. Currently, it redirects to the correct page. The link, "What is a patch?", ought to send users directly to https://help.launchpad.net/Bugs/BugAttachments
