Please sync phatch 0.2.7-1 (universe) from Debian Unstable (main)

Binary package hint: phatch

As the main Phatch developers are Ubuntu users, we worked hard to have a bugfix-only release for Ubuntu Lucid, as there are some serious issues with Phatch 0.2.6 For example:
- https://bugs.launchpad.net/bugs/525999 (see also duplicate https://bugs.launchpad.net/phatch/+bug/469701)

We also tested Phatch both on Karmic and on Lucid. This enabled us to fix some critical Ubuntu Lucid specific bugs due to versions changes of PIL and pyexiv2 in Lucid. For example:
- https://bugs.launchpad.net/bugs/532540 (Ubuntu Lucid specific)

As we fixed many bugs, the diff with 0.2.6 is huge, but the only difference are:
- bug fixes
- updated translations
- improving our test framework, which does not affect the installed applications except for discovering more bugs and getting them fixed.

As this is a bugfix-only release, no FFe is needed.
