GSOC asks us for mailing list & irc channel. We don't have these even
w/o GSOC we should.

for mailing list mvhub-dev can have one through launchpad by checking a
box. --This is mailman underneath and is run by launchpad employee that
created mailman

For IRC, freenode is the way to go. After setup this will be harder
socially but part of the chore is encouraging cadre to idle there.
