package libjpeg-progs is not built from any source package but several packages in lucid depend on it

Bug Description

Appearently the source package libjpeg7 has been removed from ubuntu lucid, but the binary package libjpeg-progs has 8 reverse dependencies, one of them in main: konq-plugins (which contains plugins for konqueror, adblock etc.)
If libjpeg7 is to be dropped then libjpeg6b should be patched to build libjpeg-progs again. The top changelog entry for libjpeg6b is to not build libjpeg-progs due to a transition in debian to libjpeg7.

When trying to remove obsolete package libjpeg7 I am forced to remove libjpeg-progs and therefore konq-plugins.
