why is it so hard to report a hardware bug?

this site refused to let me use it to report a bug it was like use a app and click report bug in help, well this is not a synaptic bug other than the fact that the rt3090 driver is not in synaptic package manager

and that the ppa that works for karmic does not work for lucid

why can't lucid accept and use the old ppa's from karmic - if it did my life would be happy but now its sad

Thank you for taking the time to report this bug and helping to make Ubuntu better. This bug did not have a correct package associated with it, which is important for ensuring that it gets looked at by the proper developers.
