Russia interface of "cfdisk" and "dselect" doesn't display correctly

Bug Description
I use LANG=ru_RU.UTF-8
wheh I run cfdisk or dselect, Russia interface doesn't display correctly. Some of Russia letters have substituted for "?" letters.
In example when I run cfdisk, it displays:
�и�ков�й накопи�ел�: /dev/hda
�оловок: 255 Сек�о�ов на до�ожк�: 63 Цилинд�
when I use LANG=C, cfdisk displays english version of interface without any problems.
dselect has same problem.
Maybe there are another console application, that doesn't display Russia correctly, I didn't test all of them.

There is no "cfdisk-utf8" package in Ubuntu 6.06 LST.
"/sbin/cfdisk" is in "util-linux" package.
P.S. Sorry, I didn't point that I use Ubuntu 6.06 LST
in my previous message.
