Ubuntu 9.10 Update Manager never finishes downloading files

Bug Description
Binary package hint: update-manager
I just did a clean install of Ubuntu 9.10 x64 from CD and the Update Manager never completes downloading files. If I select only "Canonical supported" in the Software Sources, then it works just fine, but as soon as I select any other options it doesn't finish downloading after the reload. I have to hit cancel and it gives the following output:

Some index files failed to download, they have been ignored, or old ones used instead.
If I change "Download from" to "Main Server" instead of "United States sources", then it completes just fine.
